October 2019 Pomo District Committee Meeting Minutes

Communications (Katie Dougherty) - Pomo Post will come out next week. Deadline for articles is Friday. We can use Facebook book to post announcements and post event photos. To receive constant contact we must agree to it by email. Microsoft outlook and Scout Book (unit only) will be used starting in January. 

FOS not successful at this time, efforts are being made in changing that. $184,000 was borrowed and there is only $40,000 remaining. $1.4 million for Navarro note is still due. Popcorn and the Gala/Auction dinner will not meet needs. The UPP Program (Unit Partnership Program) is part of FOS. It is estimated that it will cost $200/youth next year. It might be reduced after next years budget addressed. We may have a conversation with the Charter if they don’t com up with $$. Fundraising by the units will be even more important. Letters will be sent out to the Key 3 of each unit. National will be providing some additional funding. We don’t want a shortfall next year. 

Commissioners Report 
We’ve improved in Detailed assessments. Of all 45 units there has been at least 1 
contact. 5 units have had 5 simple assessments and 1 detailed assessment. Assessment must be a meaningful contact. Commissioners College is coming up-29 February. The Council’s Gathering in the Park in Petaluma was successful. The Council’s Centennial Camporee under represented by POMO. A lot of girls participated with a lot of enthusiasm.

JTE-Council may get Silver The Endowment Fund earns 5% interest. The Centennial Endowment (a limited edition 
of 100 sets of three patches) will be available for sale. The Council Budget Committee has three representatives from Pomo-Jennifer Harris, Dave Pankratz, and Oren Noah. 9 November is the Council Gala/Auction at $110/person. Popcorn. A lot of popcorn was turned in. Last Friday was the last day to turn in. We 
cannot afford lots of returns. Marin offered to take boxes of returned popcorn. Delayed sale might also be an option. 
Jack France asked for an update on this years budgets on activities. Two have 
responded so far. 

Training (Peggy Bimbi) - 
Den Chief training-12 participants Baloo training-7 participants Most training is online but some training needs to in person. Training can be arranged anytime there is enough interest. 53% of units leaders are trained. 94% are YP trained. October there were 12 scouts (including the first girl to attend) for Den Chief training. Boys can be Den Chiefs for girls and Girls can be Den Chiefs for boys. University of Scouting is scheduled for January 11 at the LDS church on Yulupa. 

Nominating Chair 
Mark Abel is putting together the ballot. Jeff Neuman volunteered to help. Committee Members at large are appointed positions by the District Commissioner. Operating Committee 1-Program Operating within committee and civic 2-Religious Counselor 3-Advancement for Scouts BSA/CBS 4- 

Scout Advancement 
Seminars for Eagles. 4 meetings/year, one this Saturday. Beneficiaries of Eagle Projects. Katie Aho has projects at Earl Baum. Kim Hatch has projects for the City of Santa Rosa. 

Membership 
Scout A Rama-2 units have signed up. P138 and T32. Units should calendar Scout A Rama for August during their Calendaring. Planning Memo’s to packs and troops with theme every month. Use of social media to educate units with one idea a month might be less overwhelming.

Facebook/geofencing beyond initial circles can expand audience. Facebook is free, geofencing extends contacts with similar demographics and costs $25. Troop 150 decreased to 2 active scouts who took it upon themselves to recruit and are looking for a new scoutmaster and committee chair. They didn’t want to go to another Troop. They need 5 total to recharter. Recruitment effort disappointing, Sherry is not hearing hearing back from units; lukewarm responses, not communicating even when she checks back with them.

John Garrone reached out for Troop Open Houses. Troops 155, 44, 20, 25, and 134. There is a lack of communication from units. Promoting the Council Website to the units might help. 

Advancement-no report 

LDS Units-Mathais is working on finding out what LDS Scouts want to do if interested in continuing in scouting. 

Merit Badge (Dan Logan) 
Crissyfield- NOAH would be happy to host a midway. He would like to make it an overnighter, focusing on merit badges, cooking and activities. The expenses are in camping and special use permits. There might also be restrictions on the number of scouts. The camp in the Presidio is already filled. Merit badges might be for ocean, weather, and technology. Research ships might also be toured.

SRJC Shone Farm- It would be a Agricultural Science Midway. It can be done anytime of the year. Scouts can earn merit badges in Veterinary medicine and agricultural mechanics. There are classrooms available and a camping area though there is no running water or bathrooms. Both were approved by the Committee. Dan needs volunteers to make it successful. 


4 November-Development Symposium at Lafayette Veterans Home. 
7 December OA Dinner 
8 February REC Silver Beaver . Nominations extended to next Friday.
